Federal Liberal Party president ALAN STOCKDALE says his party needs more funds and
donations to be ready for any snap election.

Addressing the West Australian Liberal Party conference, he said with a hung parliament
and Labor having to govern with the support of the Greens and independents, the death
of an MP or a resignation could force an election at any time.

Meanwhile, Western Australian Liberal Party director BEN MORTON has urged the party
not to become complacent, reminding the state's Liberals they themselves are a minority
government in the west, backed by the support of the Nationals and independents.

And, he says there's chance that Labor could win the next election, a view that's been
backed by Premier COLIN BARNETT, who says the loss of a few seats could toss the Liberals
out of office.

SYDNEY, Dec 31 AAP - The Pacific Highway in northern NSW will remain closed for some
hours in the aftermath of a petrol tanker overturning and catching fire.

Fire crews have extinguished the vehicle's two tanks, loaded with 40,000 litres of
petrol, but a large amount of run off fuel is continuing to burn on Friday at 3pm (AEST).

Fire Brigade spokesman Superintendent Ian Krimmer said the run off was into a swamp
area, next to the overturned tanker at Tintenbar, about 10km north of Ballina.

That fuel would be allowed to burn off, meaning the road would remain closed for "quite
a few hours", he said.

Two people were trapped in a car nearby after a pole burnt through and power lines
came down on the vehicle.

While they have been released safely, Sup Krimmer said the tanker driver was still
unaccounted for.

NSW Transport Management Centre has advised motorists to use an alternative route to
the Pacific Highway.

Light vehicles can use Bangalow Road.

Heavy vehicles southbound will have to be parked, but those going north can still use
the New England Highway and/or Summerland Way.

CANBERRA, Aug 19 AAP - The Australian Greens' ability to touch disparate groups of
voters who feel discarded by the major parties has seen them branch out and bloom in this
election campaign.

No longer just an environmental lobby, the Greens have promised to live up to their
rapidly-growing reputation as the "people's watchdog" no matter the winner of Saturday's
poll.

The party has focused on grabbing the balance of power in the Senate at this campaign,
which would give them control to amend or block legislation.

Recontesting senators Christine Milne (Tasmania) and Rachel Siewert (Western Australia)
are tipped to retain their seats, while Family First senator Steve Fielding is tipped
to lose his seat to a Green.

In his final campaign address on Wednesday, leader Bob Brown said his party's senators
would get outcomes the community wanted.

Their first move would be to adjust the proposed minerals resource rent tax to raise
an additional $2 billion annually, to be invested in the public schools system.

The party would also respond to community demand for action on climate change by pushing
for a carbon tax, proposing a carbon price of $23 per tonne.

The Greens also are committed to saving precious farming land from mining interests,
a subject on which the traditional rural party, The Nationals, have had little to say.

Victoria's rural newspaper, The Weekly Times, advised its readers that neither Labor
nor the coalition deserved their vote, and argued the Greens had trumped the Nats in some
areas, including rural mental health.

Beyond environmental issues, the Greens also pushing for a national dental healthcare
scheme, equal marriage laws, a new office to provide budgetary advice to parliament and
an international ban on asbestos mining and manufacturing.

The coalition repeatedly has used the Greens as a weapon against Labor in this campaign,
saying the preference deal between the two parties is a sign a "great big new" carbon
tax is in the wings.

While Brown failed to get a three-way election debate during the campaign, the party's
increasing relevance and record polling is hard to ignore.

Saturday could bring a double coup for the Greens if Adam Bandt wins the lower house
seat of Melbourne, vacated by outgoing finance minister Lindsay Tanner.

Bandt would be the second Greens candidate to win a seat in the House of Representatives,
but the first to be elected at a general election.

His election potentially could decide who forms the next government, along with three
independent MPs - Bob Katter, Tony Windsor and Rob Oakeshott.

Helping Bandt's campaign is the Victorian branch of the Electrical Trades Union, which
made a record $325,000 donation to the Greens, after cutting ties with Labor over its
failure to abolish the Australian Building and Construction Commission.

The union is yet another group disillusioned with its traditional alliance who have
found a friend in the Greens.

A former bikie .. who subjected his partner to a series of sadistic and vicious beatings
before leaving her body to rot in his basement .. says his 30-year jail sentence is too
long.

EDWARD CHRISTOPHER YOST has been granted leave to appeal against the jail term .. on
the grounds the 30-year non-parole period is manifestly excessive.

During sentencing in December .. the South Australian Supreme Court heard that YOST'S
partner was literally bashed to death .. her injuries consistent with being continually
punched .. kicked .. stomped on .. struck with a blunt instrument and even thrown against
a wall.

The former SA boxing champion .. with links to the Rebels bikie club .. was arrested
in 2007 .. after police found the woman's body decomposing in his basement.

The date for his appeal is yet to be fixed.

QLD: Man faces court charged with murder of nursery owner

BRISBANE, Aug 28 AAP - A 41-year-old Banyo man is due to appear in Beenleigh Magistrates
Court on Saturday charged with the murder of nursery owner Brian Bathgate.

Mr Bathgate, 55, went missing from his Mount Warren Park Nursery, south of Brisbane,
on August 20.

His utility was found the next day burning in a cane field.

Human remains, believed to Mr Bathgate's, were discovered inside the burnt out vehicle.

CANBERRA, April 20 AAP - Prime Minister Kevin Rudd has finally conceded the economy
will be dragged into a recession for the first time since the early 1990s.

Previously, he and Treasurer Wayne Swan had avoided using the "R" word, although most
economists have expressed the view the economy was either already in recession or would
be unable to dodge the dramatic downturn suffered by Australia's trading partners.

"The worst global economic recession in 75 years means it's inevitable that Australia
will be dragged into recession," Mr Rudd told an economic forum in Adelaide on Monday.

"The severity of the global recession has made it impossible for Australia to avoid
a further period of negative economic growth."

The economy recorded its first quarter of negative growth in eight years during the
final three months of 2008.

A recession is conventionally defined as two consecutive quarters of negative growth.

The March quarter economic growth reading will be released on June 3.

The government's admission comes despite its huge spending through stimulus packages,
the second of which includes a one-off tax bonus which many households have yet to receive.

"Already he seems to be conceding this stimulus strategy of his, his big spending,
big debt strategy has failed," Opposition Leader Malcolm Turnbull told ABC Radio.

But he said Mr Rudd had uttered the "R" word merely to create a distraction.

"It is a classic Rudd tactic. He isn't able to provide Australians the facts about
the tragic events involving the unauthorised boat that blew up recently."

Mr Rudd's comments came as new data showed inflation pressures were clearly in decline
and won't stand in the way of the Reserve Bank of Australia (RBA) trimming the official
cash rate again if it needs to stimulate the economy further.

Wholesale prices - or the costs to business - unexpectedly fell in the first three
months of this year, the first drop since mid-2003.

Economists said the result presents some downside risk to their forecasts for Wednesday's
consumer price index (CPI), keeping inflation concerns very much on the back burner.

"RBA officials won't be sitting on the edge of their seats in anticipation of this
week's inflation data," JP Morgan economist Helen Kevans said.

Minutes from the April RBA board meeting, when it cut the cash rate by a further 25
basis points, will be released on Tuesday, providing an insight for the decision, and
perhaps hinting to the likelihood of further rate cuts down the track.

Reserve Bank governor Glenn Stevens will give a lunchtime address to the Australian
Institute of Company Directors not long after the minutes are released.

Financial markets are pricing in a greater than even chance of a further 25 basis points
cut in May and a low for the cash rate of around 2.5 per cent later in the year.

"We expect further modest rate cuts from the RBA, particularly given that it will be
difficult for RBA officials to sit on their hands as the unemployment rate rises sharply
in the months ahead," Ms Kevans said.

The producer price index (PPI) at the final stage of production fell 0.4 per cent in
the March quarter, after rising 1.3 per cent in the previous three months, the Australian
Bureau of Statistics said.

The decline was led by a 25 per cent drop in oil prices and a 1.5 per cent fall in
building costs.

The annual PPI rate subsided to its slowest pace in more than a year at 4.0 per cent,
compared with 6.4 per cent growth in the December quarter, and almost a full percentage
point lower than economists had predicted.

Price pressures in the earlier stages of the production chain were also much weaker,
which should put more downward pressure on consumer prices later in the year.

However, ANZ economist Riki Polygenis does not believe the economy is about to face
a period of deflation.

"While Australia is expected to experience recession, there will not be the same collapse
in demand - particularly from consumers ... being experienced elsewhere," she said.

Deflation would be disastrous for the government when it is trying to get people spending
through its stimulus packages, as there would be little incentive to purchase major goods
knowing they would be cheaper in the future.

Forecasts for Wednesday's March quarter CPI made prior to the PPI release centred on
a 0.5 per cent quarterly rise, which would cut the annual inflation rate to 2.9 per cent
and take it back within the RBA's two to three per cent target band.

WA: Liberal premier praises Rudd on low targets

PERTH, Dec 15 AAP - Western Australia's Liberal premier has praised the federal Labor
government for not setting higher targets to cut carbon emissions.

Prime Minister Kevin Rudd has announced a maximum cut to emissions of 15 per cent by
2020 if the rest of the world signs a climate pact.

If no pact is signed, Australia will go with an unconditional five per cent cut.

The targets fly in the face of calls from scientists for countries to slash their emissions
by 25 to 40 per cent to avert catastrophic climate change.

But West Australian Premier Colin Barnett said the lower start-up targets were good news.

"That is a more moderate introduction," he told journalists in Perth.

"I do still have some concerns about the July 2010 startup that is not very far away.

"However, clearly the prime minister, the federal government, has listened."

Mr Barnett said the scheme contained new concessions for producers of liquefied natural
gas, which would help ease the burden on the industry.

CANBERRA, Aug 30 AAP - A decision on whether or not to allow a pulp mill in north-west
Tasmania could decide the federal election, the new face of the anti-pulp mill campaign
says.

Geoffrey Cousins, a wealthy businessman, has enlisted the support of more than 120
well-known personalities, including actors Bryan Brown, Cate Blanchett and Rachel Ward
and playwright David Williamson, in his campaign against the mill.

The Tasmanian parliament is today expected to vote in favour of Gunns Limited's controversial
pulp mill proposal for the Tamar Valley.

A yes vote would leave federal Environment Minister Malcolm Turnbull the only barrier
to a green light for the facility.

Mr Turnbull was due to make a decision on the mill yesterday but granted himself a
30 working days extension to consider the issue.

That could see the decision made during an election campaign, but as the government
would be in caretaker mode, the coalition would have to gain support of Labor.

Mr Cousins says the government's decision is likely to influence the election result.

"(If) Mr Turnbull says that he would knock it back if he were to be the minister after
the election, it is inconceivable, I would've thought, that Mr Garrett would say he would
do otherwise," Mr Cousins told ABC radio today.

"And if he did, it would be pretty clear that Kevin Rudd had told him to do that and
I frankly think that could swing the election."

Mr Cousins is expecting chief scientist Jim Peacock will advise the government not
to support the mill.

"I'm informed by people who have been reviewing all the evidence that is going to the
chief scientist very shortly that it's very much firming up against an approval of this
mill, particularly in view of its likely impact on the marine environment."

CANBERRA, April 16 AAP - Prime Minister John Howard says he remains the underdog for
this year's federal election.

Mr Howard said today he was prepared to alter government policies if voters wanted
change and it would benefit the nation.

"I'm a person who has made his share of mistakes," he told Southern Cross Broadcasting
in Brisbane.

"I try to listen to the Australian public and if there are things that I'm doing that
they don't like, and they have grounds for not liking it, well I'm always willing to listen
and change.

"I have no tickets on myself."

Mr Howard has come under pressure in recent weeks as polls continue to show voters
are unhappy with his industrial relations changes.

He acknowledged today it would be an uphill battle to win the election, expected in
October or November, as the government lags well behind a Labor Party enjoying increased
support under the leadership of Kevin Rudd.

"I've got to work hard, I think it's a tough fight, I think we're behind," he said.

"We're the underdog, there's no doubt about that."

Mr Howard initially expressed surprise when asked whether his age - he will turn 68
in July - would be an issue at the election. He said he would count on his experience
to get him across the line.

"My age? Oh, well, maybe," he said.

"I think people pay on results. I don't disguise my age - it's a pretty hard thing to do.

"Some people will look at it that way, other people will say my experience is a plus.

"I'm happy to compare my fitness for the job at 67 and my experience against that of
anybody's, but in the end my masters are the men and women of Australia."

Mr Howard acknowledged an electoral redistribution had made it harder for him to retain
his Sydney seat of Bennelong, where Labor is running high-profile candidate Maxine McKew.

Qld: Woman dies in car collision

A woman's been killed in a two-car collision west of Brisbane.

The 69-year-old died after the two cars collided on the Warrego Highway near Gatton
.. about 8.40am (AEST) today.

Police investigators are still at the scene .. the ambulance service says the woman
died from severe injuries .. on the way to hospital.







Meanwhile emergency workers have freed a truck driver pinned under a semi-trailer at
Eagle Farm in Brisbane's north.

The man was trapped after the truck .. which was carrying soil .. rolled at Barcham
Street about 11.40am (AEST) today.

He's been taken to the Royal Brisbane Hospital .. but his injuries aren't life-threatening.

NSW: Mistake, design flaws led to ferry crash: mistake

A mistake by the master .. and design flaws .. have been blamed for a Sydney Ferry
crash that left a passenger injured.

A government report into the crash of the ferry Narrabeen on May 26 last year found
its master inadvertently switched to back-up mode .. instead of manoeuvring mode .. while
preparing to berth.

The vessel lost power and hit the wharf at Circular Quay.

However .. the report says the design of the bridge control console contributed to
the potential for incorrect switching.

And .. it says neither the master nor the helmsman activated an emergency communications
system to alert passengers to an imminent collision.

SA: Boy charged over hit-and-run

A 13-year-old boy has been arrested and charged with a string of offences relating
to a hit-and-run crash in Adelaide last month.

Police allege the boy was driving a stolen car at suburban Prospect on January the
21st when he hit a cyclist at the corner of Churchill and Regency roads.

He allegedly failed to stop at the scene and the car was later found dumped at nearby Enfield.

The cyclist was taken to the Royal Adelaide Hospital with serious head and limb injuries.

The boy has been charged with illegal use of a motor vehicle, causing injury, failing
to stop at an accident and failing to render assistance.

He's been bailed to appear in the Adelaide Youth Court at a later date.

State tech stocks take a shellacking; Nasdaq rout hits locally.(BUSINESS)

Minnesota might not have a big presence on the Internet, but shares in the state's few Internet companies tumbled Tuesday as the sell-off in technology stocks continued for a second day.

At one point, the Nasdaq index was down some 575 points at midday, before rallying to close at 4,148.89, down only 74.79 for the day. Nasdaq is home to many technology stocks, and their popularity pushed the index above 5,000 on March 9.

Since then, it's mostly been a downhill ride for tech stocks in general, and Internet companies, most of which are unprofitable, in particular.

Eden Prairie-based Net Perceptions, for example, began Tuesday at $30.63, fell as low as $17, and clawed its way back to close at $23.63.. Still, it's down $13.31, or 36 percent, since Friday, and 48 percent since March 24, when the developer of electronic commerce software sold 2.6 million shares for $45.25 each.

"It's a big pill to swallow," said Michael Gorman, managing partner of St. Paul Venture Capital, which owns about 800,000 shares of Net Perceptions. But Gorman said recent market sentiment in no way reflects the prospects for Net Perceptions.

"Net Perceptions is a great long-term investment because they are going to play a fundamental role in shaping e-commerce," Gorman said.

But sharp declines in the stock of Internet companies can hurt companies as much as investors. Companies such as Net Perceptions have used their high-flying stocks to acquire other tech companies, and stock options have been an important tool for recruiting and motivating employees. Because technology shares have fallen so far so quickly, employees may hold options that are worthless until, or unless, the stock recovers.

"Our employees are all focused on building a great long-term business, but the gyrations and the long-term moves are definitely a distraction," said Perry Steiner, president of Digital River.

Shares of Digital River, which helps software publishers and retailers sell their programs online, have slipped a comparatively modest 16 percent in the past two days, but the company's stock is down almost 50 percent since March 1.

Though Steiner said Digital River has been the victim of "irrational" selling, he also said he thinks the company stands to gain if investors start eyeing Internet stocks more critically.

"Maybe this is the start of the day of reckoning for Internet companies, where investors separate the good solid companies from the great pretenders," Steiner said.

Ancor Communications, which certainly hopes not to be included among the latter, saw its stock price rise 1,596 percent in 1999, but is down 17 percent since Friday and more than 50 percent for the year.

But not all Minnesota technology stocks fell Tuesday. Shares in Minneapolis-based Retek Inc., a software developer that gets little revenue from the Internet, rose $2.69, or 8 percent, to close at $36.50. However, that probably comes as little comfort to investors who paid $66.50 for the stock on March 9.

Techs tumble

Technology stocks, once the darlings of investors, have turned ugly during the past week. Since it first cracked 5,000 on March 9, the Nasdaq composite index has declined 17.8 percent. Among the biggest Minnesota tech stock losers:

REGULATORY AFFAIRS: Year 2000 may cause problems for medical devices.

Some medical devices and scientific laboratory equipment may experience problems on January 1, 2000, if their computer systems, software applications, or embedded chips use two-digit rather than four-digit fields to represent the year. These systems are unable to distinguish the year 2000 from the year 1900. Consequently, the US government has set up a web site to provide information on the Year 2000 status of biomedical equipment administered by the Food and Drug Administration (FDA) for the Government's Chief Information Officers Council Subcommittee on the Year 2000. This site is intended to give product users in health care facilities and research laboratories and other interested parties a single comprehensive resource for information about the Year 2000 compliance of biomedical equipment. To be Year 2000 compliant, products must function as intended or expected regardless of the date. The web site will contain information on those products identified by their manufacturers as not being Year 2000 compliant, or an indication that all of the manufacturer's products are unaffected by the Year 2000 problem. Focusing on top domestic and international business destinations in North America, Europe and Asia-Pacific, Egencia analyzed industry trends, supplier data and capacity implications in Q1 2011. Additionally, Egencia surveyed nearly 350 travel buyers globally regarding travel program expectations, policies and challenges. The study reveals that average ticket prices (ATPs) for air travel have, on average, increased in North America, decreased in Asia Pacific and increased or decreased in Europe based on destination. Average daily rates (ADRs) for hotel stays have increased in the majority of business destinations, reversing previous trends. Increased ATPs can be largely attributed to rising fuel costs, tightly managed capacity and increased demand in some points of sale. Similarly, ADRs have increased in the majority of business destinations due to an increase in demand, reduction in new supply and improved occupancy rates. Average Ticket Prices (ATPs) North America - As a result of increased cost pressures in Q1 2011, ATPs have increased for most routes departing from North America. These increases can be largely attributed to higher fuel prices, tighter management of capacity, strong demand on major corporate routes, and continued airline consolidation. For travel within North America, ATPs have increased by an average of 13 percent. ATPs for destinations in Europe are up one percent, and down four percent for Asia. Europe - ATPs for European destinations decreased by an estimated four percent YoY, while ATPs to North American destinations increased by eight percent YoY. Increased ATPs can be attributed to rising fuel prices (although the fuel price in Euros hasn't risen as much as the fuel price in USD due to currency fluctuations), tightly managed capacity by airlines, and airline consolidation and alliances. American Express is rolling out its first prepaid card aimed at the general market on Tuesday as it moves to stake a claim in the growing industry. The announcement marks a notable departure for the company, which is known for catering to a more affluent clientele with its signature green charge cards. Prepaid cards, which are often sold in drugstores and can be reloaded with cash, are usually marketed to low-income consumers who don't have credit cards or checking accounts. But Amex is betting that its newest offering will find appeal among a broader swath of consumers. American Express says its prepaid card pares down the number of fees that users often encounter. The Amex card only charges two fees: 1. To load money on the card at retailers such as Walmart and Walgreens, consumers pay $4.95. There is no fee to transfer money onto the card through a checking or savings account. 2. The other fee is for ATM withdrawals. Cardholders get one free withdrawal a month, and are charged $2 per withdrawal thereafter. The simplified costs are in contrast to the long list of fees that can come with other prepaid cards. Some cards charge a monthly fee, for example, or $1 or more for every transaction. Other cards charge fees to speak with a customer service representative. According to IATA, for most travellers security "pat downs" will be a thing of the past as after being scanned they will be able to walk right through to the departure lounge without delay. The new system will also allow travellers to get through security at a much faster pace. Passengers will be asked to present their travel documents after which they will be assigned a passenger "type". They will be then sent down one of three lanes: known traveller, normal and enhanced security. Known travellers, such as pilots and frequent travellers, will have to register and complete background checks with the authorities before they are granted expedited access. Normal, yet still speedy, screening would apply for the majority of travellers who undertake occasional travel, such as holidays to Goa or Cyprus.
